Two things shape a Dayton job, and both of them sit on the ground rather than in the air. The first is the flood works. The Miami Conservancy District was set up after the 1913 flood and has held this valley ever since with five dry dams and about fifty-five miles of levee. It owns a great deal of the riverfront ground and holds easements and building restrictions over more of it, so on that ground the district's permission comes before the city is asked at all. The second is review: the Dayton Landmarks Commission approves exterior work in the city's historic districts, and the Oregon District is the one that catches people out. Away from the river the ground is buried-valley sand and gravel, which augers easily and then will not hold its own sides, so the hole gets formed rather than simply dug. Work on the base and for the contractors around it runs through the base's own submittal route, so allow for drawings and product data ahead of the order.
