Wind here. Minnesota does not read its wind speed off a contour. The state building code carries one figure for the whole state, about 115 mph as a three-second gust, and it applies from Worthington to the Canadian border, with exposure and topography then worked out for the site. What moves across the state is the ground. The same code fixes the minimum footing depth against frost, and it is 3 ft 6 in through Mankato, Rochester and the Twin Cities against a full 5 ft in St. Louis County and the north. So a Duluth hole goes eighteen inches deeper than a Mankato one for the same pole, and up there it is usually cut rather than dug. Wind still decides the shaft on an exposed site. The Twin Cities and the southern counties — 115 mph, on a 3 ft 6 in frost footing. Glacial till that an auger goes through, so most of the quote is pole and height rather than hole.
The karst southeast — The same 115 mph, over limestone lying shallow through Olmsted County and the bluff country. A hole that has to reach 3 ft 6 in often finishes in rock, and that is where the cost lands.
The granite belt in the centre — 115 mph again, on bedrock that was worth quarrying. Around St. Cloud the granite sits close enough to the surface that the excavation, not the shaft, is the line to watch on a quote.
The North Shore and the Arrowhead — The same figure on paper, and nothing upwind of it. St. Louis County wants 5 ft of footing, and nothing on that shore stays dry for long, so a heavier wall, an anodized finish and stainless hardware all belong in the first quote rather than a later one.
