The capital: a downtown of offices and hotels, a ring of universities and hospitals around it, and a working port on the river below. Wind here. Providence sits in a tidal and built-up area, which works out to roughly 125 mph under the code your town uses. That figure decides how wide and how thick the pole has to be, so we check it against your address before we quote. Downtown Providence stands on made ground. The Great Salt Cove was walled into a basin in the 1840s and filled for the railroad in 1891 and 1892, so a hole in the middle of the city can find fill, old track bed or the roof of a parking deck, and the base gets drawn up rather than dug to a standard depth. The Fox Point Hurricane Barrier below the city, built in the 1960s after the 1938 hurricane and Carol in 1954, closes against surge and does nothing whatever about wind, so we size as though it were not there. Providence has nine local historic districts, and inside them the Historic District Commission signs off before the building permit is issued; we draw up what that needs. College Hill behaves nothing like Downcity: steep ground, mature street trees, and an arc the flag has to sweep that is worth measuring against the branches before a spot is agreed.
