Ground is the other mountain problem: soil is often thin over rock, and a hole that should take an hour can take a day. Steeper sites fall under the city and county steep-slope and ridgetop rules, which ask for engineering before the ground is disturbed, and Montford, Albemarle Park and Biltmore Village are local historic districts where the Historic Resources Commission issues the certificate of appropriateness.
