Wind here. Las Vegas sits in a low-wind, hard-sun desert area, which works out to roughly 100 mph under the code your town uses. The Strip is not in the city: the resort corridor lies in the unincorporated townships of Paradise and Winchester, so a hotel job goes to Clark County Building and Fire Prevention while a Fremont Street job goes to the City of Las Vegas. The Southern Nevada Amendments to the 2024 residential code put the design wind speed at 98 mph and set Exposure C unless the applicant justifies something else, and at that figure a standard wall covers most work. The cost sits underneath and overhead instead. Under much of the valley there is caliche, a natural cement in the desert soil that an auger will not chew through, so the hole is cored or broken out and we settle the foundation before we put a price on it.
