The least populous state capital in the country, and a working one: the State House, the state offices around it and a long-standing insurance trade, in a town of about eight thousand. Downtown, Stone Cutter's Way and the National Life property all sit inside the city's design control district, and the gateway views of the State House are one of the things that district exists to protect. Height is therefore the first question about a pole here rather than the last. The Design Review Committee sees the application and recommends; the Development Review Board decides. The Capitol Complex itself is written out of that district and is the state's own ground, so a pole on the State House lawn is a different conversation from a pole on State Street. The other Montpelier constraint is water. Downtown is where the North Branch meets the Winooski, the July 2023 flood went straight through it, and a low site there picks up flood hazard rules on top of the design ones, which can settle where the pole goes as firmly as the sightline does.
