Poles this size go where a flag has to be seen from a long way off — usually from a highway, across a big lot, or over a whole campus.
Aluminum is light, does not rust, and makes a very good flagpole up to about 80 ft. Past that, the shaft has to get so wide and so thick to stay stiff in the wind that steel becomes the better material. Steel is roughly three times as stiff as aluminum (a modulus of about 29,000 ksi against 10,000), so a steel shaft bends far less in a gust at the same width.
