Wind here. Arkansas barely moves on the wind map. The design figure is about 105 mph at Lake Village in the southeast corner, about 105 mph at Little Rock in the middle, and about 105 mph again at the Missouri line above Rogers, so a shaft that suits a courthouse in one county suits one three hundred miles away. Two other things decide the job instead. The first is ice. The code map puts roughly 1.5 inches of ice all round a pole across the centre, the south and the Delta, and roughly 2 inches over the Ozarks and the western river valley, and a flagpole is one of the structures the code names as ice-sensitive, so the hardware at the top earns more attention here than the wall thickness does. The second is the ground, which changes completely from one corner of the state to the next — wind-blown loess and river silt out in the Delta, limestone full of solution holes under the Ozarks, and novaculite in the Ouachitas, a rock hard enough to blunt ordinary drilling.

• The Delta and the Mississippi flood plain — About 105 mph over flat rice and cotton ground with nothing upwind of it for miles. The figure is gentle and the ground is not. Backwater sits close to the surface out here, and a footing poured into saturated silt has to spread wider than the height on its own would ask for.
• Central Arkansas and the Fall Line — Still about 105 mph through Little Rock, Conway and Pine Bluff. Wind rarely sets the shaft here. What sets the foundation is which side of the Fall Line an address falls on: hard rock to the west of it, coastal plain sand and clay to the east.
• The Ouachitas and the southwest — About 105 mph again, and the wind is the easy part. Shale, chert and novaculite under Hot Springs, Malvern and Mena turn a straightforward hole into rock work, and that is where the money actually goes.
• The Ozarks, the river valley and Northwest Arkansas — About 105 mph, with the heaviest ice figures in the state on top of it: roughly 2 inches all round the shaft, from Rogers and Fayetteville down through Fort Smith and Russellville. That is real weight hanging on a flag and on the rope that carries it, so stainless hardware and a rope run inside the pole are worth the difference.
