Wind here. Oregon's inland wind figures are the mildest we size to. Medford works out around 95 mph, and Portland, Salem, Eugene and Bend all sit near 100, so a standard wall covers most of the state. That makes wind the wrong thing to lead with here. What decides an Oregon job is the ground, the trees and the review: basalt or wetland under the hole, a protected canopy over the street, and a permit counter that takes its time. The coast is the exception and the one real step up in the number. Oregon runs its own design criteria by address rather than leaving it to a national contour, so a pole at Newport is looked up before it is priced, and it is a heavier pole than the same job in Salem seventy miles east.

• The Willamette Valley — 95 to 100 mph from Portland down through Salem and Eugene. The figure rarely changes the shaft here. The canopy over the street and the queue at the permit counter change the schedule.
• The Rogue and Umpqua valleys — Around 95 mph, the gentlest figures in the state. Southern Oregon charges for sun and smoke instead: a mill finish chalks early down here, and a flag comes down grey after a fire season.
• Central and eastern Oregon — Near 100 mph across Bend, Redmond and Pendleton, on ground that is dry, bright and open. The Cascade crest and the Blue and Wallowa Mountains are drawn as special wind regions, which is the map saying it does not cover them, so anything up in that country is looked up address by address.
• The coast and the Coast Range — The one real step up, the whole way from Astoria to Brookings. Oregon sets the coastal figure well above the valley, and we take it from the state's own criteria for the address rather than off a contour.
