Wind here. From the Pennsylvania line to the Canadian border New York reads one figure, about 115 mph, and Buffalo, Rochester, Syracuse, Albany, Ithaca, Poughkeepsie and the Westchester cities all sit on it. New York City is different in form rather than in size: its own building code carries its own table of design wind speeds instead of sending you to a national map, and it lands near the same place. Long Island is where the number actually moves, from about 120 mph across Nassau to about 130 mph on the barrier beaches. Everywhere else the shaft is settled by something the map does not carry: ice upstate, channelling and access in the city, salt and loose sand out on the Island.

• Upstate and the Southern Tier — One figure, about 115 mph, across nearly all of it. That is moderate, so the shaft is rarely the expensive part of an upstate job. The frost line is what costs you: footings run 42 to 48 inches down up here against 36 in the city and on the Island, and the hole is priced off that depth rather than off the wind.
• The lake-effect belt — Still about 115 mph at Buffalo, Rochester and Syracuse, and the map is not the thing to design against. A wet flag that freezes overnight puts a weight on the rope no wind chart accounts for, so hardware that will not seize, and a flag you can get down quickly, are worth more here than a heavier shaft would be.
• New York City and the lower Hudson — The city's own building code sets the figure rather than a national map, and Westchester reads the same 115 mph as upstate. Neither number describes a street between two towers, so downtown poles are sized for the buildings around them.
• Long Island — About 120 mph across Nassau, about 130 mph on the barrier beaches, and salt the whole way. Heavy wall or Hurricane series, an anodized finish, stainless hardware, and a footing spread wider than clay would ask for, because the ground out there is glacial outwash sand.
